Information technology related policies: the experience of Secretaria de Estado de Saúde de Mato Grasso

This paper describes the information technology policies application in the scope of Mato Grosso Health State Office (Secretaria de Estado de Saúde de Mato Grosso – SES-MT) and that has permitted an innovation in the sense of information and experiences sharing, specially in the concerned to the publication of font codes of the systems developed by the Information Technology Coordination (Coordenadoria de Tecnologia da Informação – CTI). From 2003, SES-MT decided to invest in CTI, of form to do not need outsourcing services for the sustentation of the Information Technology area in the institution. In 2004 end, the current CTI management adopted the establishment of a pro-active posture with the adoption of projects of short, medium and long run aiming at the establishment of an IT area that located SES-MT of an illustrious representative form inside the State scene and at national leve l. For that, CTI established a policy that passes for actions such as:
• Long-Distance Education: establishment of a solution of LDE based on the School of Health Public and ramified by all Mato Grosso State;
• IT Managing Plan: being one of the biggest IT teams of the State and one of the only ones of Brazil in State Health Offices, cannot leave to use an instrument that gives route to the institutional IT policies;
• Data Warehouse: subsidizing the strategical level of the institution with consolidated information on diverse faces of the Health reality in the State, of form to allow the taking of decisions adequately attended;
• Unique Systems Environment: the confluence of the existing systems for an only environment of work, preferentially web, reducing costs and increasing the capillarity of the CTI capabilities;
• Geographic Information Systems: to initiate the use of geographic information in SES-MT, and to expand such use for all the possible platforms;
• Artificial Intelligence: From 2005, to establish AI experiments so that, in the future, can be possible to create expert support tools;
• Enterprise Resource Planning: it will directly subsidize the strategical level with information collected from the systems set used by the organization;
• Electronic Document Management: the & quot;first steps & quot; already started, with the installation of a corporative environment of groupware and a set of specific systems;
• Datacenter: SES-MT has been stimulated to be observing this alternative as a viable possibility, with candidates such as Cepromat and Brazil Telecom.
