Speak up councillor! Communication strategies at the XII National Conference on Health.

The 12nd National Conference on Health, which took place in Brasília/Brazil on December, 2003, has been, like the previous ones, a public and democratic space of discourses circulation, where health councillors and their ranks were relevant actors.
Using several communication strategies – speech, books, CDs, newspapers, leaflets, pamphlets, banners, posters, badges, t-shirts etc. – the councillors expressed how are publicly formed the social segments they represent, as well as the image that they have of themselves and of their relations with society. They expressed networks of interests which dialogue between them and made na effort to enlarge the repercussion of their speeches in a competitive space of voices and individual and collective interests.
Objectives
The general objective is to map out the networks of interests and relations of social actors who were represented, through t he speech of councillors and printed material associated to such speech. To those who work in collective health, it will offer a greater knowledge of reality and of the councils’ and health councillors’s interests.The specific objetives are: to identify the communication strategies and rationalities of these subjects in the public spaces of discourses circulation, as well as to assess how these strategies resounded among the public.
Methodology
We combined the Discourse of the Collective Subject methodology, put forward by Fernando Lefèvre, and the Semiology of Social Discourses, according to Milton Pinto and Inesita Araújo. The former deals with an analysis inherent in the text and the latter contemplates the context analysis, that is, the connection or collision of diferent voices and interests.
During the 12nd National Conference on Health, we carried out a recording of both the councillors’ speech and the remarks of the audience, complemented by enquiries assessing the repercussi on of the councillors’ speech. There were also interviews, photographs and collection of communications material distributed or exhibited. After the conference, we’ve conducted a treatment and analysis of all the gathered material. It’s expected a presentation of the research conclusions to health councils, including debate on the their implications for the councillors’ work.
Results and conclusions
We’re analysing and correlating the speeches and the other materials gathered in 15 tapes, 200 printed items, 19 t-shirts, 62 badges, 9 banners, 16 summons, 191 photos and 4 videos, the latter produced by VídeoSaúde and Canal Saúde, both from Fundação Oswaldo Cruz/Health Ministry. On June, 2005 the report should be finished.
